JT Klein Company, Inc. was founded in November 2014 with the focus on increasing access to workforce, senior, and market rate housing in Dane County. JT Klein Company is a leading affordable housing developer in Dane County, and has received ten WHEDA tax credit awards. Using years of experience and a high level of attention to detail, JT Klein is able to navigate each project’s unique challenges to ensure each building is built on time and on budget without sacrificing quality. JT Klein understands the unique challenges of redeveloping projects and focuses on urban in fill opportunities.

Jacob T. Klein, President
The founder and President of JT Klein Company, Jacob Klein has been involved in the development and construction of affordable and market rate apartments, independent senior apartments, assisted living and memory care for over 20 years. Jacob’s role includes site identification, market analysis, securing entitlements, sourcing debt and equity financing, and construction project management. Jacob has developed over 1,700 units, and in 2023 completed it’s largest project to date the $70,000,000 first phase of the redevelopment of Westgate mall which included 156 market rate, 68 affordable family and 81 affordable senior apartments homes.
Kevin O’Donnell, Director of development
Kevin’s primary responsibilities with JT Klein include sourcing new projects and managing all aspects of the development cycle. He manages relationships with city officials, landowners, financial partners, attorneys, contractors, and community partners to help grow the affordable footprint in Wisconsin. Prior to JT Klein, Kevin developed his experience as an Asset Manager for a portfolio of properties in the Midwest. His prior experiences in asset management and property management provide him with a complete understanding of the functions that each development needs to ensure it is successful. Kevin has developed & managed over 2,800 LIHTC & Market units through new construction and the renovation process.
